Portfolios of new Enugu State Commissioners

The Enugu State government today, 30 September 2019, assigned portfolios to the 19 Commissioners sworn in last week, effectively revving the engine of governance for Governor Ifeanyi Ugwuanyi’s second term.

The new commissioners are getting down to work exactly 124 days since 29 May 2019 when the new administration came into being.

In the new cabinet, four returnees retained the portfolios they held in the Governor’s first tenure. They include Hon. Peace Nnaji (Gender Afairs), Engr. Greg Nnaji (Works), Prof. Uchenna Eze (Education), and Chief Miletus Ezugwuorie Eze (Attorney General).

Rangers 3-1 Pelicans
Enugu Rangers a few minutes ago subdued hard fighting AS Pelicans of Gabon 3-1 to advance their campaign for CAF Confederation Cup.

Rangers lost the first leg 1-2 and needed a lone goal to win. The decider stretched to three goals when the visitors shocked the crowd with the first goal.

With strikes by Ifeanyi George (18 minutes), Egbujuo Nnamdi (50′) and Ibrahim Olawoyin (56′), the Flying Antelopes overcame their initial fright when Pelicans’ Dertin Amores first scored on the 5th minute.

10 things to note about CAF Cup

  1. Its officially known as Total CAF Confederation Cup.
  2. It is an annual club association football established in 2004 by the Confederation of African Football.
  3. Teams that qualify to participate are chosen based on their performance in local leagues – Cup winners Champions and third-placed winners of super leagues from the 55 CAF-member national football associations. Rangers are Nigeria’s AETO Cup Champions
  4. It is a competition National Cup as well as for 3rd placed teams in individual local leagues in Africa. While the League Champions play the more prestigious CAF Champions Cup, the CAF Confederation Cup is reserved for runners up in the local League.

Interestingly, the winners of both contests – CAF Confederation and CAF Champions Cups – will meet in the following season to vie for the CAF Super Cup which will determine the Numero Uno Team in Africa. Thus, if Enugu Rangers were to prevail in her current campaign for the Confederation Cup and then goes on to win the Super Cup, she will wear the crown as the Number One Team in Africa for 2020.
  6. There are two phases to the competition. Phase A features preliminary matches with a knockout system where ties are broken through the away goals rule. Interestingly, the 16 teams eliminated from the CAF Champions League will be downgraded to automatically play the additional rounds of the CAF Confederation Cup.
  7. In Phase B, 16 teams which qualified from group matches will be divided into four groups of four teams each. Each team will play six matches against the other on home and away basis.
  8. The group winners and runners up from the four groups will now play a knockout round in two home-and-away matches in three rounds that effectively become the quarter finals, semifinals and final.
  9. Where there are equal number of goals scored during the two matches, the team that score more away goals will advance. If the away goals are the same, penalty matches will be used to calculate which team will advance.
  10. The winner will play the CAF Super Cup against the winner of CAF Championship League. The Super Cup is played in the following year in one match at a CAF Championship Venue.

Rangers battle with Gabon in Enugu today

Players of Enugu Rangers last night pleaded with football fans to storm the Nnamdi Azikiwe Stadium this afternoon in their numbers and cheer them to victory against visiting Pelican Stars of Gabon in the second leg of second round of CAF Confederation Cup.

It is a match that will determine whether the Flying Antelopes will gallop ahead or will begin the journey of collapse in their 2019 campaign to win one of Africa’s prestigious football tournaments, the CAF Confederation Cup.

No Nigerian club side has won this Cup since its inception in 2004.

Kickoff time for the match is 4.00 p.m.

On 14 September 2019, the Pelicans overflew Rangers’ defence line to wing in two quick goals in the first half of the game during their first meeting at the Libreville Township Stadium.

However, heroic Rangers’ striker Nnamdi Egbujuo slotted one into the net to reduce the tally by one goal before the end of the half; all other efforts made by the Coal City ambassadors to equalize were frustrated by a Gabonese side determined not to lose face in their home ground.

In today’s encounter, Rangers needs only a lone goal that will not be equalized by the visitors to scale through.

Expectedly, the Coal City ambassadors are full of confidence and expressed positive outcomes from the match.

Players Tony Shimaga, Tope Olusesi, Chidera Ezeh and the Acting Head coach, Benedict Ugwu, have all predicted victory for Rangers in the match.

Rangers left full back, Ugwu Uwadiegwu, told Metro News that there are three results in football – win, draw and lose. “I believe (Pelicans) have taken their own in their home; it is our time to celebrate. The loss has made us understand that we must win our match this afternoon, come rain or shine.”

Ugwu said the team will display the results of the technical and psychological drills hammered into them by their handlers which he believes are “enough to see us through to the next round.”

He also attributed Rangers’ away loss to lack of concentration in a few minutes and joined his colleagues to plead with Rangers supporters and teeming fans to come to the Stadium in their numbers and cheer them to victory.

“We need your total support and prayers. I know everything is possible with God on our side,” Ugwu said.

The players were being mentally prepared for the game last night by psychologist Emeka Onaga.

Meanwhile, officials and players of AS Pelican of Gabon touched down the Sam Mbakwe Airport on Thursday at 06:02pm after a one-hour flight from the Murtala Mohammed Airport Ikeja Lagos where they first landed in Nigeria for the crucial second leg encounter.

The team being led by Hamza Didier from Gabon Football Association and other officials of the club was met in Owerri by Rangers’ Team Manager, Amobi Ezeaku, on behalf of Nigeria Football Federation (NFF) and the Club.

Ezeagu escorted them to the Coal City and ensured that they were comfortably checked into their hotels.

On arrival in Nigeria, the team was also welcomed at the International wing of Murtala Muhammed Airport by NFF officials led by Rangers Scouting Manager, Patrick Nwoji.

Enugu Rangers International qualified to play for this competition on Wednesday 24 October 2018 when the players displayed grit and determination to wipe out a 3-goal deficit and power on to beat Kano Pillars on penalties at the Stephen Keshi Stadium, Asaba, Delta State.

Rangers is looking for junior players

Rangers media officer, Sobenna Nwagbo, writes that the Flying Antelopes are shopping for junior players as the team graduates four budding talents to the senior team.

Rangers International football Club of Enugu are looking for young players who are between 18 and 20 years to join its feeder team and be trained to develop their football careers.

Those selected to play in the Rangers Feeder Team (junior Rangers) and who prove themselves as good players may likely be featured to play in the Nigeria Amateur League One (NLO).

Club officials announced the junior openings this week as Rangers Management formally elevated four of her junior players to the senior team and subsequently registered them in the Nigeria Professional Football League competitions to assist the Club to prosecute the 2019/2020 football competitions.

The lucky four have since started training with their counterparts playing for Rangers in CAF Confederation Cup, Nigeria Professional Football League and Aiteo cup competitions.

Ugwuanyi admits 7 new advisers

Lion Building, the seat of power in Enugu State, was a beehive of activities today as Gov. Ifeanyi Ugwuanyi named a Chief of Staff and admitted 19 commissioners and seven special advisers into his cabinet for his second stint as chief executive of the state.

The governor also announced the appointment of Mr. Chuks Ugwoke, Information Commissioner under the Sullivan Chime administration, as his new Chief Press Secretary.

Early in the day today, 25 September 2019, Ugwuanyi returned Dr. Festus Uzor to continue as his Chief of Staff in a brief ceremony which took place at the Executive Council Chamber of Government House Enugu.

In addition, he swore into office seven special advisers, bringing to eight the number of advisers so far announced from a 15-member list approved by the Enugu State House of Assembly.

Dr. Uzor joins the new Cabinet with three immediate past special advisers, namely Mr. Uchenna Emmanuel Ogbodo (who served as Adviser and CEO of Budget and Planning Ministry), Mrs. Olangwa N. Nzekwu (former adviser on Diaspora Matters), and Mr. Uwakwe Ukuta Azikiwe, son of Nigeria’s first president and former adviser on special duties.

The lone assistant who has been upgraded to adviser status is Dr. Kingsley Tochukwu Ude while coming in as fresh advisers are Mrs. Maryrose Obiageli Abba, an engineer, as well as Messrs. Stephen Oluchukwu Oruruo and Paschal Okechukwu Ukwuani, both lawyers.

The Governor later in the day swore in 19 commissioners, including the Hon. Peace Nnaji, Hon. Chijioke Edeoga, Mr. Peter Okonkwo, Prince Emeka Mamah, Engr. Greg Nnaji, Mr. Solomon Onah, Prince Chidi Aroh, Mr. Vitus Okechi, Prof. Uchenna Eze, Chief Miletus Eze, and Dr. COC Egungbe, all returnees from the previous cabinet.

Metro News learnt that Chief Miletus Eze, the former attorney general whose consideration was deferred by the Enugu State House of Assembly for alleged rudeness to a former member of the House, was eventually cleared to join the Cabinet by the legislators.

Also sworn in as commissioners were Mr. Uche Ogbonna, Mrs. Adaonah Kene-Uyanwune, and Mrs. Mabel Agbo, all advisers during Ugwuanyi’s first tenure.

Making up the 18-member cabinet commissioners are the Hon. Matthias Ekweremadu, Mr. Obi Carl Kama, Mr. Ugonna Ibe, Prof. Anthony Ugochukwu, and Dr. Chukwuemeka Nnam.

They were expected to meet with the Governor later in the day to be given their various portfolios and assignments.

From the Council Chambers, the new officials drove to various reception points in the Coal City to host well-wishers who came to witness their oath taking ceremony.

Metro News witnessed two of the grand receptions in honour of Chief Peter Chigozie Okonkwo (Ohamadike) and Chief Jonathan Chijioke Edeoga (Okaome) both of which held in the New Haven area of Enugu.

Enugu: 19 Commissioners take office 25 Sep

Nineteen Enugu State approved commissioner-nominees will be sworn in by Gov. Ifeanyi Ugwuanyi tomorrow, Wednesday 25 September 2019, at the Executive Council Hall of Lion Building, Government House, Enugu.

Those to take the oath of office as cabinet members of the Enugu State Government include 10 immediate past commissioners, three former special advisers upgraded to full cabinet rank, and five new faces that are joining the team.

The returnees include Hon. Peace Nnaji (formerly Gender Matters, from Nkanu East), Hon. Chijioke Edeoga (Local Govt, Isi-Uzo), Engr. Greg Nnaji (Works, Enugu East), Mr. Solomon Izuchukwu Onah (Lands, Udenu), Prince Chidi Aroh (Capital Territory, Igbo Etiti), Mr. Vitus Okechi (Transport, Igbo-Eze South), Prof. Uchenna Eze (Education, Nsukka), Mr. Peter Okonkwo (Housing, Nsukka), Prince Emeka Mamah (Environment, Igo-Eze North), and Dr. COC Egungbe (Water Resources, Udi).

The former special advisers making a grand entry as commissioners include Mrs. Adaonah Kene-Uyanwune (Revenue, Udenu), Mrs. Mabel Agbo (SDGs, Udenu), and Mr. Uche Ogbonna (Rural Development, Aninri).

The brand-new entrants into the cabinet include Hon. Matthias Ekweremadu (Aninri), Mr. Obi Kama (Awgu), Mr. Ugonna Ibe (Awgu), Prof. Anthony Ugochukwu (Oji River), and Dr. Chukwuemeka Nnam (Enugu South).

Metro News learnt that stakeholders from four local government areas are yet to agree on a consensus candidate to be presented to the Governor for appointment as Commissioners. These include Enugu North, Ezeagu, Nkanu West, and Uzo-Uwani Local Council Areas.

There is a total of six slots remaining from the 25-man cabinet that the Governor worked with during his first term.

Former Attorney General temporarily dropped by Assemblymen

The Enugu State House of Assembly last week suspended the screening of former Attorney General and Justice Commissioner, Chief Miletus Ezugwuorie Eze, based on what was described as the nominee’s rude reception of a former House Member, Rt. Hon. Philip Nnamani.

Chief Eze was alleged to have walked out Hon. Nnamani from his office in the last days of the first tenure of Gov. Ugwuanyi, a claim that the former AG has denied.

A day after the unfortunate development, the legislator who was alleged to have got the rude reception  wrote from his law chambers to Speaker Edward Uchenna Ubosi to also deny that such an event took place.

According to Nnamani, “…there was never a time in my visit to the Ministry of Justice during the life of the sixth Assembly that I was walked out of office of the Attorney General by the nominee or the staff of the Ministry.”

The former legislator then waxed philosophical: “As you know, nobody is perfect, and I have not forgotten that the commissioner-nominee was among the three former commissioners that were honored during the valedictory session of the sixth Assembly based on good performance.”

He sent a copy of his denial to the nominee to show that he was not the author of the original mischief that led to the denial of a place in the Cabinet to the former commissioner.


The Attorney-General was subsequently cleared by the House in a closed session, and will join his colleagues to be sworn in tomorrow.

Both the Executive and the legislators kept mum on the development as rumors flew about.

FIRS threatens to sue over claims it funded party campaigns

Did the Federal Inland Revenue Service (FIRS), the foremost tax authority in Nigeria, commit a whopping N90billion to fund election campaigns of a political party in Nigeria’s 2019 general elections?

The Agency has not only hotly denied this but has also threatened to sue over claims made yesterday 23 September 2019 by a former deputy spokesperson of the All Progressives Congress (APC), Comrade Timi Frank, who alleged in newspaper publications that the FIRS funded APC’s election campaign with a whopping N90billion which it secretly passed through the Vice President, Prof. Yemi Osinbajo.

FIRS spokesperson, Mr. Wahab Dosumu, promised in a statement last night that the Agency will sue Comrade Frank for “libel and injurious falsehood” if he fails to withdraw the statement and publish a public apology in “four major and leading newspapers” within 24 hours.

To make good this threat, Mr. Dosumu said the Agency has put the office of the Attorney General of the Federation on notice on the matter because it considers the allegation as “a calculated economic sabotage” which aims to derail “revenue generation effort for the three tiers of government in the nation.”

Mr. Gbadamosi stated that the FIRS is a professional organization that will not fund political activities even if it had such a huge chest of funds to commit to political causes.

He also reminded the accuser that the Agency funds itself through Cost of Collection from  non-oil taxes that it receives from the Federation Accounts Allocation Committee (FAAC) and that such funds are usually vetted by both the Budget Office and the supervising Ministry of Finance and then presented to the National Assembly for approval before it can be accessed by the FIRS to run its operations.

“In the last four years since Mr. Tunde Fowler has supervised operations in the FIRS, the agency has not received up to N100billion per annum as Cost of Collection.

“It is therefore unthinkable, malicious, and irresponsible for the said Frank to insinuate or infer that N90billion or any part thereof could be spent illegally or without budgetary approval,” Mr. Gbadamosi said.

Igbos can hold Nigeria together, says IBB

Former military head of state, General Ibrahim Babangida, has pleaded with Igbos of the South East Region to use their accommodating and adventurist spirits to ensure that Nigeria remains as a united nation, reports have said.

The retired General told a group of Igbos who came to wish him a happy 78th birthday yesterday, Saturday 21 September 2019, to ask their people to use their skills as entrepreneurs to ensure that the country remains strong and indivisible despite ethnic and religious tensions that have reared their heads in recent times.

“You have done well to keep Nigeria together. The Igbos are known to have the potentials of traveling far and wide, exploring new frontiers and business opportunities.

“You should use same spirit of enterprise to promote peaceful coexistence among Nigerians in all that you are doing,” he advised.

He told the visitors that our founding fathers envisaged a nation that is united and creates opportunities for citizens to thrive.

“You should continue to allow your positive impact to be felt among host ethnic nationalities in the country, as you explore business opportunities available,” he told the visitors who were led by a group that describes itself as Igbo Delegates Assembly (IDA) and also claims to have a strong presence in the 19 northern states and Abuja, FCT.

Babanigda said he appreciates Igbos for being very enterprising and determined to succeed, a drive that encourages them to traverse all nooks and crannies of Nigeria for business exploits.

The visitors, led by IDA president Chikezie Okezie and the Ezeigbo Minna, Pampas Wahiwe, prayed for continued good health for the General and assured him that the country needs his wise counsel more than ever before at this time.
