Beginning 5 July, Canada offers Express Entry invitations to immigrants with STEM skills to plug labour shortages in such skills.  

The country will prioritize invitation of skilled newcomers with Science, Technology, Engineering, and Mathematics (STEM) experience, officials said.

François-Philippe Champagne, Minister of Innovation, Science and Industry, announced the initiative yesterday. He described it as “streamlined and efficient pathway for individuals with expertise in critical fields” to quickly emigrate to Canada.

Skills specifically mentioned include data scientists, software developers and programmers, mathematicians, statisticians and actuaries, and electrical and electronics engineers.

Sean Fraser, Minister of Immigration, Refugees and Citizenship announced the first launch of category-based selection on 31 May 2023.

Government will use the programme to address “labour needs that support identified economic goals,” he said.

It will also “strengthen Francophone immigration by inviting candidates with specific work experience or language ability to apply for permanent residence.”

Consequently, yesterday’s announcement by Champagne’s is the first STEM round for category-based selection that begins 5 July – four days away.

“Alongside general invitation rounds, these category-based selection rounds will continue throughout the year, and more details will be announced in the coming weeks,” Champagne said.

Both Ministers’ announcements suggest an added advantage for candidates that also speak French.

Fraser, the Immigration Minister, explained why government focused on candidates with STEM expertise. It helps to bring in “skilled talent that businesses need to drive innovation and achieve their growth potential.”

“Canada will continue to recruit top talent from around the world “to remain at the cutting edge of (STEM).

“I’m excited to announce this STEM category-based selection round with my colleague, Minster Champagne, which will increase access to permanent residence for skilled workers with STEM experience.

“We look forward to welcoming these talented and innovative newcomers to our country.”

Unlike most western countries, Canada uses immigration to address shortages in labour force growth and in key sectors.

The country’s Express Entry Immigration targets those seeking to immigrate permanently through existing skilled worker programmes. Top on the list are “skilled newcomers with work experience in priority jobs looking to emigrate as permanent residents.”

Canada amended its Immigration and Refugee Protection Act  in June 2022, to admit immigrants based on “key attributes.” The attributes include “specific work experience or knowledge of French.” 

Government determined the categories after consultations with provincial and territorial partners, stakeholders and the public.

Government also reviewed labour market needs leading to publication of eligible jobs for the new categories.
